MPUP JRE Workshop 2018
30 Nov 2018
With the positive feedback received last year, Ms Wong Ming Lok, a professional and experienced trainer, was invited to conduct a workshop on the HKSAR Government Joint Recruitment Examination (JRE) again for MPUP and non-MPUP students in November this year.
Ms Wong introduced to participants the basics, strategies and skills for taking JRE during the first session, through which participants had a better grasp of the examination and were guided to find a focus for preparation.
A mock test was then arranged for participants to help them familiarize with the examination format, followed by an in-depth feedback session on their performance. Participants received practical comments to further consolidate their knowledge.
Thanks to Ms Wong again, participants found the workshop fruitful.
The Programme is proud and excited to announce that it has achieved a major milestone by becoming a member of Network of Schools of Public Policy, Affairs, and Administration (NASPAA) (Membership 2019 to 2024). NASPAA (http://www.naspaa.org/) is an international membership organization of graduate public service education programmes.
It connects its 300+ member schools worldwide, including top-notch institutions such as Harvard University, Princeton University, University of Chicago, University of California, Berkeley, Tsinghua University, Renmin University and etc.
By becoming its members, MPUP is now part of this big league, representing a new chapter of our development and a major rise of our global visibility and recognition.
MPUP students would have access to NASPAA resources and opportunities in many major areas including networking, career support, and professional learning. MPUP students will receive another email later regarding the details. Among the NASPAA opportunities, there is one which we would like to especially draw your attention to. MPUP is going to invite/nominate our students to participate in the upcoming NASPAA’s policy simulation competition under our sponsorship. It will be held in KDI School of Public Policy and Management, South Korea, in February 2019. In this event, our MPUP students would have the opportunity to compete head-to-head with master students from other prestigious public policy programmes all over the world. Please stay tuned for further updates of this policy simulation competition next week.
[Updates as of 14 December 2018: Professor Wilson Wong has written a post-JRE article exclusively for MPUP students, titled “考公務員必讀系列(2018 MPUP獨家版2)” (appended). Please feel free to read and circulate. Thank you.]
The upcoming Joint Recruitment Exam (JRE) will be held on 8 December 2018 for recruitment of various HKSAR Government civil service posts including Administrative Officer, Executive Officer, Labour Officer and Trade Officer, etc.
Professor Wilson Wong, MPUP Programme Director, is happy to share the articles on JRE he wrote for HK01, as appended, in the past 2 years to help candidates prepare for the exam.
Professor Wilson Wong, MPUP Programme Director, and Professor Chris Hinnant, MPUP Visiting Scholar in 2017 – 18, were teaming up together to serve as co-lead faculty members of the Public Policy and Leadership Executive Training on “Using Big Data to Create Public Value: Opportunities, Challenges, and Strategies” in Hong Kong University of Science and Technology (HKUST) between 26 – 28 Nov 2018. In the training, Professor Wong delivered two sessions (big data and open data).
Due to factors including the importance of the topic, design of the programme, and the quality of the speakers, the training has set a record in the number of attended participants. It attracted a total of 53 participants. All are officials and policymakers from the HKSAR Government.
It is tough to teach a large class like that in an executive training. But with the commitment of the co-lead faculty members and all the speakers, they are able to provide a three-day transformative learning experience for all participants.
Thanks to Professor Annie Tam’s coordination, MPUP students visited the Hong Kong Housing Society (HKHS) in December 2018 and discussed housing policy with Mr. Wu Moon-hoi, the former chairman of the HKHS. Mr. Wu is also widely recognized as the “Father of Home Ownership Scheme” in Hong Kong.
It was a valuable experience for our students to exchange views with an experienced practitioner, through which the knowledge they learnt in class has been further consolidated.
Professor Wilson Wong, MPUP Programme Director is going to deliver an open lecture, titled “Impact of Data Science and Artificial Intelligence on Society: Strategies and Policies“, for the CUHK BSSc Programme in Data Science and Policy Studies (DSPS) scheduled as follows:
Date: 18 Jan 2019 (Fri)
Time: 17:30-18:30
Venue: LT2, YIA, CUHK
Language: Cantonese
Further details can be found at the DSPS Facebook page and registration can be done here.
You are strongly encouraged to attend the lecture if you are interested in Data Science. Please feel free to share the lecture information with your family and friends also.

MPUP co-organized an experience sharing session on the recruitment exercise of the HKSAR Government for the Executive Officer (EO) with the Career Planning and Development Centre of the Office of Student Affairs, CUHK on 28 January 2019 (Mon).
Three serving EOs of the HKSAR Government have been invited by MPUP, including two MPUP alumni and one CUHK alumnus, to share with participants their work experience as an EO and the interview tips.
The session was a full house with participants aspired to join the civil service.
Through the speakers’ experience sharing, participants grasped a better idea of the job nature, possible challenges and career satisfaction of an EO. They were also reminded of the pitfalls to avoid in the EO interview and had the opportunity to interact with the speakers during the Q&A session.
***Furthermore, to thank you for your continuous support, MPUP would like to share with you exclusively some sample questions of AO/EO interview for your preparation and practice. It will be posted on MPUP website soon and please stay tuned with us.
Prof. Annie Tam, former Permanent Secretary of the HKSAR Government has committed herself to education after her retirement. She does not only teach but also coaches MPUP students and alumni who aspire to a career in civil service.
Thanks to Prof. Tam’s coordination, Prof. May Chu, MPUP Programme Assistant Director and a few MPUP alumni visited “The Tanner Hill” of the Hong Kong Housing Society (HKHS) on 2 February 2019 (Sat). “The Tanner Hill” is the first non-subsidised quality elderly housing project in Hong Kong with incorporation of age-friendly features and advanced technologies.
They were given a tour by the HKHS staff to learn more about the project and the living environment of the residents.
The MPUP alumni appreciated the precious opportunity to have first-hand knowledge about this housing project.
MPUP always values professional training provided to students and alumni. Building on the theoretical foundation of our courses, MPUP provides support for their career development, including but not limited to preparation for interview for Administrative Officer (AO) and Executive Officer (EO) of the HKSAR Government.
In October 2018, MPUP invited Mr. Raymond Wong, former permanent secretary of Civil Service Bureau (CSB), HKSAR Government, to conduct a sharing session with students about the AO grade. Students aspired to a career in civil service have gained insights from Mr. Wong’s sharing, including the criteria an AO should possess and core values of the AOs (see photos below).
In addition to the sharing session conducted by Mr Raymond Wong in October 2018, contributed by MPUP students and alumni, we would like to share some sample questions of AO/EO interview below. They are not meant to serve for any formal training purpose. The best preparation for a career in the civil service is an integration of theory and practice to combine knowledge and experience, which is exactly what MPUP is about. But they should serve as a vehicle for enhancing the understanding of the format and nature of the interview process. You are still encouraged to visit the website of the Civil Service Bureau of the HKSAR Government for latest updates on recruitment and selection, if any.
