On 5 March 2019 (Tue), MPUP co-organized the HKSAR Government Administrative Officer (AO) Final Round Interview Sharing Session with the Career Planning and Development Centre of the Office of Student Affairs, CUHK for participants to familiarize themselves with the AO recruitment process.
The Session offered comprehensive insights to participants about how to effectively prepare their mindset and sharpen their skills for the recruitment process, with Professor Wilson Wong, MPUP Programme Director sharing strategic approaches for different rounds of interviews; Professor Annie Tam, Honorary Professor of CUHK and Former Permanent Secretary of the HKSAR Government sharing the career path, mission and core values of the AOs and interview tips; and Ms. Joey Wong, a serving AO sharing about her experience on preparation for and going through the rounds of interviews.
Participants appreciated the in-depth and valuable sharing by Professor Tam, Professor Wong and Joey and grasped the chance to ask for their further advice on the interviews.

On 11 March 2019 (Mon), MPUP co-organized a talk with the BSSc Programme in Data Science and Policy Studies (DSPS) of CUHK, titled “AI and Job Losses: Competing Approaches of Estimation and Policy Implications – Using Singapore as a Case Study” and delivered by Professor Araral, Associate Professor and former Vice Dean for Research, Lee Kuan Yew School of Public Policy, National University of Singapore (NUS) .
Professor Araral kick-started the talk by presenting the current capabilities of Artificial Intelligence (AI) and general dire prediction of its social-economic impacts. Then, he evaluated the conventional estimation methods of impacts of AI on job losses, followed by his suggestion of an alternative approach. Finally, he discussed the policy implications of the impacts and illustrated his analysis using Singaporean data.
The talk attracted a full house of audience from different fields and organizations, including honorable guests from the University Grants Committee and the Civil Service Training and Development Institute of the HKSAR Government, teaching staff and students from CUHK and other local institutions.
The audience found the talk insightful as Hong Kong and Singapore share many similarities in various aspects. They also grasped the opportunity to exchange ideas with Professor Araral during the Q&A session.
Professor Ka-wai IP, our former teacher of MPUP5121 Values and Ethics in Public Policy, has recently published a book titled «全球正義與普世價值» by The Chinese University Press (co-authored with Dr Sui-ming Tsang). While globalization has brought forth rapid changes in the world, it has also challenged the universal values on justice. The book features various hotly debated issues including climate change and human rights, discussing the roles and responsibilities of global citizens.
Professor Ip is now an assistant professor in the Department of Government and International Studies, Baptist University.
His book is available here and at major bookstores.
Prof. Lam Kin Che, teacher of MPUP5422 Environmental Policy Analysis organized a Dolphin-Watching Trip on 9 March 2019 (Sat) for MPUP and CUHK students to take a cruise trip in western waters of Hong Kong to study the impacts of infrastructure projects on marine environment and biodiversity of the area.
The cruise trip was led by the Hong Kong Dolphin Conservation Society (HKDCS) staff, who introduced to the students about the impacts of human activities on Chinese White Dolphins in Hong Kong and current conservation approaches in the area.
Students considered the trip a valuable out-of-the-class learning opportunity to explore the nature of Hong Kong and enrich their understanding of the interplay between environment and policies on urban development.
MPUP is honoured to have invited Professor Mary Feeney, Associate Professor and Lincoln Professor of Ethics in Public Affairs, Associate Director of Center for Science, Technology and Environmental Policy Studies, School of Public Affairs, Arizona State University and also the Editor of the Journal of Public Administration Research and Theory (JPART),top-ranked journal in the field of public administration and public management to visit the University and the Programme in late March 2019.
On 29 March 2019 (Fri), Professor Feeney delivered a talk on “Engaging through Technology: The Role of Administrative Culture and Mandates”. Professor Feeney started her presentation with differentiating “Information Communication Technologies (ICTs)” adoption from ICTs use and brought forth her observation that governments had limited success in using ICTs to promote public engagement. She further talked about, based on her research findings, the factors behind the limited success of governments with ICTs in public engagement and offered her insights into the critical role which “administrative culture” played in using ICTs for participatory purpose.
After the presentation, the audience discussed actively with Professor Feeney on her research findings, research methods and gave some new insights into future research.
Apart from giving the talk, Professor Feeney also introduced JPART, including its mission, objectives, submission requirements, etc. to the audience and encouraged submissions from local academics.
The whole session was a full house of local faculties and students from CUHK and other local institutions, who appreciated the valuable exchange with an experienced scholar in the field.
Professor Wilson Wong, MPUP Programme Director, has published a new article in the Policy Studies Journal (PSJ) (impact factor: 2.83; Political Science: 18/169; Public Administration: 10/47)
The article is entitled “Advocacy Coalitions, Policy Stability, and Policy Change in China: The Case of Birth Control Policy, 1980–2015” (co-authored with Professor Li Wei). In the article, Professor Wong and Professor Li used the advocacy coalition framework (ACF) to explain stability and change in China’s national birth control policy from 1980 to 2015. They found that policy remained stable, despite internal and external changes to the relevant subsystem, from 1980 to 2013. The stability was explained by the dominant advocacy coalition’s mobilization of considerable resources to defend its policy core beliefs. Policy changes in 2013 and 2015 were caused by a combination of external and internal perturbations, in addition to policy‐oriented learning and advocacy by two expert‐led minority advocacy coalitions. The case showed that the openness and plurality of China’s policy processes had increased over time but were still limited in comparison with those in Western democracies.

Recently, Dr Mark Michelson, teacher of MPUP5331 Government and the Economy, has organized two “Dialogues on Public Policy” with former and current HKSAR Government officials on March 30 and April 12 respectively for MPUP students to have interaction and exchange views with these practitioners.
On March 30, Ms. Cheryl Wilson, former Head, Tourism & Hospitality and Ms. Rowena Hoy, former Head, Consumer Products of Invest Hong Kong, HKSAR Government were invited to share their work experience in attracting strategic foreign direct investments (FDIs) and exchange views with students on domestic policies and politics in relation to attractiveness for foreign investments in Hong Kong.
For the April 12 session, students were offered the opportunity to learn from and interact with Ms. Salina Yan Mei-mei, Director-General of Trade and Industry and Ms. Jenny Lee Tsz Tung, Assistant Director-General of Trade and Industry (Multilateral Trade) of the Trade and Industry Department, HKSAR Government about formulating polices and strategies in Hong Kong at multilateral, regional and bilateral levels.

On 6 April 2019 (Sat), MPUP teachers and students had a Term End Gathering at the Chung Chi College Staff Club to celebrate the end of the academic term and year and to bid farewell to the Class of 2019.
The Gathering was kick-started with the speech by Professor Wilson Wong, MPUP Programme Director and Professor May Chu, MPUP Assistant Programme Director.
The teachers and students enjoyed their time together with delicious dim sum and causal chats.
