Guest Lectures Delivered in MPUP5802 Topical Studies in Public Policy II (Political Environment for Public Policy) Classes

To provide students with an overview of the dynamic political environment within which the public policy process takes place, a series of guest speakers from various fields were invited to share in the classes of MPUP5802 Topical Studies in Public Policy II (Political Environment for Public Policy).

On the delightful morning of May 5th, Professors Carlos LO and Professor Tang Shui Yan led a captivating end-of-term gathering for 20 MPUP students at Tai O village. They embarked on a journey with a visit to a family-run shop, where the art of shrimp-paste-making unfolded before their eyes.

Continuing their exploration, they indulged in the artistry of traditional Chinese confection, making tea cakes under skilled guidance.

A delicious lunch followed, featuring the locally renowned steamed pork with shrimp paste and silken Tofu pudding.

In the afternoon, the group started a hike, passing through Shek Tsai Po and paying homage to the revered Hung Shing Temple and Tin Hau Temple. They strolled along the peaceful seaside, discovering a heritage hotel that once served as a humble police station. The hiking trail led them to Tiger Mountain, where they marveled at the magnificent Hong Kong-Zhuhai-Macao Bridge.

As the journey concluded, the students bid farewell to the calm village, and returned home with cherished memories.

The MPUP program hosted its academic orientation on August 31, 2024, to warmly welcome our incoming students. With over 50 enthusiastic participants, this year’s orientation was a vibrant start to their academic journey.

The day commenced with a delightful lunch at Chung Chi Staff Club, fostering connections among students and faculty. Transitioning to the Lecture Theater at Yasumoto International Academic Park, Prof. Carlos Lo, the MPUP Programme Director, delivered an inspiring welcome address. Course instructors, including Prof. Peter Cheung, Prof. Mark Charles Michelson, and Dr. James Downes, introduced themselves and greeted the new students warmly. Although unable to attend, Prof. Annie Tam thoughtfully prepared a video introduction for MPUP5803 Topical Studies III. Dr. Brenda Liu, the Programme Manager, shared valuable advice on postgraduate studies at CUHK. An Admission Scholarship Presentation was also held before the session concluded.

Upon the end of the Orientation, small group sharing sessions in classrooms were arranged to enhance mutual understanding between teachers and students, setting a positive tone for the upcoming academic year.

We extend our best wishes to all MPUP students for a fulfilling and successful academic year ahead.

MPUP is proud to have three alumni and one current student Maggie Chiang, Michael Pang, Justin Lam, and Haven Tam return to campus on the evening of the 25th to participate in the EO Alumni Sharing Session co-organized by the Office of Student Affairs and MPUP.

More than 70 CUHK students attended the sharing session and had vivid discussions with the guest speakers. The sharing deepened the audience’s understanding of EO work and equipped them with first-hand information and experience about the JRE exam and interview. We thank our alumni for their continued support and hope to have the opportunity to invite them back to share their insights again soon.

Thanks to Professor Annie Tam, MPUP is delighted to host Miss Rosanna Law Shuk-pui, JP, a distinguished alumna of CUHK GPA who currently serves as the Permanent Secretary for Housing and Director of Housing at HKSAR Gov.

During her sharing on October 29, 2024, as part of the MPUP5803 Topical Studies in Public Policy III’s lecture, Miss Law shared valuable insights on the 2024 housing policy. Her presentation covered critical aspects, including household distribution, policy objectives, and housing strategies. The session also highlighted the latest developments in Hong Kong’s housing sector, emphasizing the government’s efforts to increase housing supply by providing a range of diverse housing units and ensuring resource efficiency to meet the needs of various income groups. Additionally, the discussion focused on initiatives such as the Light Public Housing Project and Transitional Housing Projects, demonstrating the government’s proactive approach to addressing short-term housing gaps and assisting individuals needing immediate housing solutions.

We thank Miss Rosanna Law Shuk-Pui for providing students with valuable insights during this session.

Class representative, Mr. Raymond Lau presented students’ handmade card to Miss Law.

Although the weather was not ideal, the School Director, the Programme Director, the Head of Graduate Division and other teachers took a group photo with MPUP and GPGC Class of 2024 at United College, the base of the School of Governance and Policy Science, as scheduled. We wish all graduates a happy graduation and a bright future!

MPUP students gathered for a memorable dinner at a hotpot restaurant in Mong Kok last Sunday. They celebrated the coming end of the first term semester and marked their collective learning journey. With nearly 40 students in attendance, the event fostered a strong sense of unity and camaraderie among them. The programme wishes the students a valuable learning journey in our programme. May their academic pursuits continue to bring them success and fulfillment.

Thanks to the part-time students of GPGC and the Office of Hon Chan Chun-ying, students from GPGC and MPUP visited the Legislative Council on 17 February (Monday) under the guidance of Professor Zhan Jing. On the day of the visit, led by Hon Chan Chun-ying and the docent, the teachers and students visited the Council Chamber, the History Gallery, the Media Centre, etc., and took a group photo with Mr. Chan. During the more than one-hour activity, the docents introduced the history and current situation of the Legislative Council to the students with his rich knowledge and experience, and Mr. Chan also had a cordial exchange with the students on the daily work of the members. The visit broadened the students’ horizons and enhanced their understanding of Hong Kong’s political and social system.

Professor Edward Yau, former principal official of the Hong Kong SARGov and Honorary Professor of the Faculty of Social Science in CUHK delivered a wonderful exchange to the students of SGPS on the morning of 15 March (Saturday). The theme of the talk is “US-China Relations: Are We Doomed to Divide and Decouple?” Professor Yau made an important point: “It is not the rise of China that has caused the souring of the US-China relations, but a decline of the US’s consensual leadership, although the US remains a de facto and coercive leader of the world today.” Prof. Yau vividly illustrated this point with his work experience and extensive reading about the global political economy.

After Prof. Yau’s one-hour presentation, students of SGPS raised several meaningful questions relating to the origin of the China-U.S. Trade War and the role and prospects of Hong Kong SAR in Sino-U.S. Relations. Prof Carlos Lo and Mr. Ivan Choy hosted the special session. They thanked Professor Yau for his inspiring sharing and hoped that he would soon have a similar exchange with the faculty and students at SGPS.

As the semester is approaching its end, MPUP organized a Tram Party Dinner for teachers and students to get together on April 27, 2025 (Sunday).

We had an incredible Tram Party to celebrate the end of the term! The students and teachers enjoyed a delightful round trip from Sai Wan to Causeway Bay, taking in the beautiful sights of Hong Kong on the iconic trams.

The event featured delicious catering with different food and drinks for everyone to enjoy throughout the night. It was a fantastic opportunity to relax, socialize, and create lasting memories with fellow students and teachers.

Thank you to everyone who joined us for this unique experience! We hope everyone finds the night memorable!
